Yoga Sūtra Chapter Two verse 55
ततः परमावश्यता इन्द्रियाणाम् ॥५५॥
tataḥ paramā vaśyatā-indriyāṇām ||55||
From that, best control of the senses.

“By the practice of Pratyāhāra, the highest control of the Indriya is obtained.
In this context Patañjali is referring to the Jñāna Indriya:
Sight, Sound, Touch, Taste, Smell.
The Karma Indriya are not included and one could say that they are controlled by the Yama and Niyama
i.e. Speech, Grasping, Motion, Excretion, Reproduction
Although the senses aren’t withdrawn they are under control.”

“Pratyāhāra is both a Sādhana and a Siddhi.
In that, it is a Siddhi of Prāṇāyāma,
as well as a Sādhana for Dhāraṇā.”
