Difficult without seeing the person who would be practising and where they are in their initial request.
Hence the notion of Cikitsa, Rakṣaṇa and Śikṣaṇa Krama as a starting point to appreciate where they are coming from, before being able to see where they can go to.
To the outside observer one persons pacification is anothers empowerment.
